Is there a front-locking harness seatbelt for the ziggo pediatric wheelchair? Ziggo Lightweight Wheelchair Accessories Circle Specialty

I'm a Disabled Veteran and am capable of locking myself in my wheelchair. Ever since I heard a report decades ago about how non shoulder strap seatbelts can still save your life but leave you paralyzed, I figured that I would eventually have race car type harness belts in my car. Right now I use public transportation and they use seat belts that only go around the waist. I want to buy one like in race cars but also need it to strap in front because the drivers tend to put them on me going around the wheelchair backpack as well and when tightening, it pushes the backpack into my back and it is very uncomfortable with sometimes hurting. I have started undoing the belt then running it in-between the wheelchair and it's backpack to avoid this. I hope some company somewhere has a full torso webbing style harness that I can attach to the wheelchair when needed then lock it around myself without any help.
